COMMERCIAL ITEM DESCRIPTION
SOAP, LAUNDRY (BAR)
The General Services Administration has authorized the use of this commercial item description for all federal agencies.
1. Scope. This commercial item description covers laundry bar soap for use in soft or moderately and hard water for hand laundering, hand dish washing, and general cleaning.
2. Salient characteristics. The laundry bar soap shall conform to ASTM D 497, and the titer of the mixed fatty acids shall not be lower than 29oC when tested as specified in ASTM D 460, titer test.
3. Bar Weight. The average bar weight shall be between 190 and 235 g (6.75 and 8.25 oz.) To determine the average bar weight, determine the net weight of shipping container and divide by the number of bars in the case.
4. Product Conformance. The products provided shall meet the salient characteristics of this commercial item description conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance.
5. Notes.
5.1 The contractor may use his normal quality assurance procedures for manufacture of this product; however, should a disagreement arise between the Government and its customer or between the Government and its customer or between the Government and the manufacturer concerning compliance to the salient characteristics of this commercial item description, the test methods and tests stated in this commercial item description will be used to determine compliance of the product.
5.2 ASTM standards are available from the American Society for Testing and Materials, 100 Barr Harbor Drive, West Conshohocken, PA 19428-2959.
5.3 Unless otherwise specified in the contract or order, the issue of ASTM methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
