This commercial item description covers glass cleaning scouring powder used for safe cleaning of glass or other nitreous surfaces.
Salient
characteristics.
Moisture and volatile matter at 150oC. The scouring powder shall contain more than 4 percent by weigh moisture and volatile matter when tested as specified in ASTM D 820 sections 5 – 6.
Matter insoluble in water. The scouring powder shall contain not less than 85 percent by weight water-insoluble matter when tested according to ASTM D 820, Section 15. In addition, not more than one percent by weight of the matter insoluble in water shall be retainesd on a No. 100 U.S Standard sieve.
Total alkali. The total alkali, calculated as Na20, shall be not more than 0.8 by weight when tested as specified in ASTM D 820, Sections 16-17.
Detergent. The scouring powder shall contain at least 4 percent by weight sum of soap and synthetic detergents when tested as specified in ASTM D 820, Sections 9-14, 35-42 and 46.
Odor. The scouring powder shall not have a strong or rancid odor.
Performance. When tested as follows the scouring powder shall remove all the test soil and not scratch the glass panel.
Make the soiling mixture by mixing the following ingredients to form a smooth paste:
Ingredient Percent by weight
Lanolin, anhydrous 38.0
Asphalt (conforming to ASTM D 312, type II) 12.0
Turpentine 20.0
Lubricating oil, automotive, 30W, non-detergent 15.0
Lampblack (conforming to ASTM D 209) 15.0
Apply a thin, even a film of the soiling mixture to one side of a clean, scratch-free 4 by 4 inch window-glass panel weigh out approximately 3 grams of scouring powder, spread on a wad of a clean dampened cloth of soft material like unsized cotton and apply in the soiled glass panel with a circular hand motion. Let it dry, forming a film. Wipe the dried film off the glass panel. There shall be no streaks or scratches on the glass. There shall be no fine abrasion of the glass surface which causes distortion or blurring of images seen through the glass panel.
This issue of the ASTM standards in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and the product conforms to producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require the proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing,
and marking. The,
packaging and packing shall be in accordance with normal commercial practice
and shall assure acceptance by common carrier and provide product protection
against loss and damage during multiple shipments, handling and storage. The
shipping container shall be in compliance with the National Motor Freight
Classification and Uniform Freight Classification. Marking shall be as
specified in the contract order.
