COMMERCIAL ITEM DESCRIPTION
REMOVER, FLOOR POLISH
(AEROSOL, HEAVY DUTY FLOOR STRIPPER)
The General Services Administration has authorized the use of this commercial item description.
This commercial item description covers an aerosol foam, for use in stripping heavy wax buildup on floors.
Salient characteristics:
The product shall be 3M Company’s “Trouble-shooter”, or equal.
Performance. When used with 3m Scotch-Brite Doodlebug Brown Scrub’n Strip pad No. 8541, the foam will remove 15 coats of floor polish from a test tile.
Preparation of test tile. Using a black vinyl asbestos floor tile, apply 15 coats of floor finish conforming to Type 1 of Fed.Spec. P-F-340C, according to ASTM D 1436, Method B. The issue of ASTM D 1436 in effect on the date of the solicitation shall be used to determine compliance with the stated requirements.
Apply foam to the amount of 0.5 g/sq. in. and allow to stand for 4 minutes. Then, using the 3M pad cut to fit a Gardner washability apparatus, run 3 cycles (6 passes), remove, rinse, and allow to dry. Inspect visually.
The 15 coats of finish should be completely removed.
Cerification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing and marking. The packing and packing shall be in accordance with normal commercial practice and shall assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in the contract or order.
