COMMERCIAL ITEM DESCRIPTION
CLEANING COMPOUND, HARD SURFACE-FLOOR
(POWDERED, HEAVY DUTY)
The General Services Administration has authorized the use of this commercial item description in preference to Federal Specification P-C-435.
Salient Characteristics.
The product shall be a heavy duty powdered general purpose cleaning compound suitable for the removal of heavy deposits of oil, grease, and similar soils from hard surfaces such as terrazzo, ceramic tile, marble, concrete, metal and similar washable surfaces.
The product shall consist primarily of inorganic detergents and conform to the following requirements:

Cleaning efficiency. When tested as specified in the cleaning efficiency test method in Federal Specification P-D-1747, a 0.5 percent by weight solution of the product shall have a cleaning efficiency greater than or equal to the cleaning efficiency of a 0.5 percent by weight solution of the reference formulation below. Both dilutions shall be made with synthetic hard water containing 0.246 g calcium chloride dehydrate and 0.295 g of magnesium sulfate septahydrate per liter at 25 degrees C.

Rinsing properties. The product shall be free rinsing and leave no deposit or sediment when tested as specified in ASTM D 3399, section 7.
Deleterious action on tile. A 0.2 percent by weight solution of the product shall cause no more than one-half the less in the 60 degree specular gloss of white, polished but unsealed terrazzo tile caused by a 0.2 percent by weight solution of trisodium phosphate, when tested as specified in ASTM D 3399 Section 8, except that terrazzo tile shall be used in place of the painted surface.
Directions for use and hazard precautions. The containers shall be labeled with directions for use, and hazard precautions in accordance with the Federal Hazardous Substances Act Regulations (Code of Federal Regulations, Title 16, part 1500).
The issues of the referenced test methods in effect on the date of the solicitation shall be used to determine compliance with the stated requirements.
Preservation, Packaging, Packing, Labeling, and Marking. The preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.

Users of this commercial item description shall state in the contract the size containers of the cleaning compound required.
