This commercial item description covers a white, granular, oxygen releasing compound formulated for use in soft or hard water for removal of coffee, tea, and other absorbed food stains from plastic, glass, china, stainless, or aluminium tableware.
Salient characteristics:
The stain remover shall contain silicate, crystal growth inhibitor, oxygen releasing agent, surfactant, oxygen stabilizer and sequestrant.

Loss of active oxygen on heating. The stain removing compound shall lose no more than 5 percent of its activity oxygen when heated at 70oC for 24 hours. Weigh three 3.0 + 0.1-g samples of the stain removing compound to the nearest mg, place in separate 400-ml tared beakers and heat in an oven at 70oC for 24 hours. Determine the active oxygen as specified in ASTM D 2180
The issue of each ASTM method in effect on the date of solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specification, standards, and quality assurance practices and is the same product offered sale in the commercial marketplace. The Government reserves the right to require proof such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing, and marking. The packaging, and packing shall be in accordance with normal commercial practice and shall assure acceptance by common carrier and provide protection during multiple shipments, handling, and storage. The shipping containers shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Marking shall be as specified in the contract or order.
