This commercial item description covers paste type shoe polish intended for the cleaning and polishing of smooth surface leather articles such as leather footwear. The polish shall be uniform blending of wax and suitable solvents to form a paste.
Salient characteristics.
The shoe polish shall be free of lumpiness, granulation, grit, extraneous matter, separation of liquid, and shrinkage. The colour shall be specified in the procreant document.
Physical characteristics. When one container of polish is maintained at 5o+1oC for 2 hours, the polish shall be soft and smooth to the touch and capable of being taken up with a brush or cloth without crumbling. The polish shall be free of some separated liquid and shall not flow when the container is tilted. Maintain the same container of polish at 38o+1oC for 2 hours, and note the results as before. The separation of 0.5 ml of liquid, which is reabsorbed after the polish cools to 20o+2oC, shall not be considered failure.
Performance characteristics. Apply the polish as recommended by the manufacturer to a piece of smooth, clean, unpolished leather, one square foot or more in area. The test shall be conducted at 20o+2oC. The polish shall be capable of being readily applied to the leather and shall be capable of drying hard within 5 minutes. After buffing, the surface shall be glossy and free of greasiness and stickiness.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specification, standards, and quality assurance practices and is the same product offered sale in the commercial marketplace. The Government reserves the right to require proof such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing, and marking. The shoe polish shall be packagedin accordance with normal commercial practice and packed in the fiberboard boxes that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
