COMMERCIAL ITEM DESCRIPTION
CLEANING COMPOUND, TOILET BWOL, BISULFATE
The General Services Administration has authorized the use of this
Commercial Item Description in lieu if Federal Specification P-C-447.
This commercial item description covers technical grade sodium bisulfate for use in cleaning toilet bowls. The choice of granular or globular form is an option of the supplier.
Salient characteristics:
The cleaning compound shall be free flowing and shall have no obvious impurities.
Physical characteristics. The particle size, determines as described in ASTM Method D 502, of the globular or granular form as applicable, shall conform to the following sieve size percentages:

Moisture content. The moisture content, as determined by ASTM method D820 shall be no greater than 1.5 percent.
Insoluble matter content. The product shall not contain more than 2.0 percent insoluble matter as determined by ASTM method D820.
Acid equivalent. As tested with the following method, the cleaning compound shall contain a minimum of 30.0 percent sulfuric acid. Weigh quickly 10g to the nearest milligram of the sample, dissolve and dilute to 500 ml in a volumetric flask with distilled water, transfer a 50-ml aliquot portion to a 400 ml beaker add about 200 ml of distilled water, and add 2 drops of a 1 percent phenoipthalein indicator solution. Titrate to a distinct pink end point with a 0.2N sodium hydroxide solution. The percent sulfuric acid shall be calculated as:

N= Normality of Na0H solution
W= Sample weight in the alignment.
The issues of ASTM D 502 and ASTM D 820 in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing, and marking. The product shall be in packaged in accordance with normal commercial practice and packed in fiberboard boxes that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be in accordance with the contract or order.
