COMMERCIAL ITEM DESCRIPTION
CLEANER AND POLISH, HARD SURFACES
The General Services Administration has authorized the use of this commercial item description.
This description covers general purpose light duty cleaner and polish for hard surfaces.
Salient characteristics:
The product shall be an emulsion or solution of detergents, water miscible solvents, optical brighteners and a film former such as a silicone or an alternate capable of leaving a protective film on hard and smooth surfaces.
Cleaning efficiency. The cleaning efficiency for the product shall be equal to or greater than the comparison sample (see note), as determined by method 6701 Federal Test Method Standard No. 536.
Gloss enhancement. Under the following conditions the product shall exhibit a gloss enhancement equal to or greater than the comparison sample.
Procedure. Lightly acid etch a stainless steel panel 3 x 6 in. (7.6 x 15.2 cm) using a 5 percent by weight HCI solution. Rinse and allow to dry. Measure the gloss of the panel using 60o Specular Gloss meter in accordance with ASTM D 523. Make three readings and record the average. Apply the comparison sample to the panel in accordance with the manufacturer’s instruction. Measure and record the average as above. The percent gloss increase is calculated as follows:

G1 = Average of gloss readings after etching.
G2 = Average of gloss readings of polished panels.
Repeat the above procedure using the product to be compared. Calculate the percent gloss increase and compare.
Non-volatile matter. The non-volatile matter shall be in minimum of 0.25 percent and a maximum of 2.0 percent when tested in accordance with ASTM D 2834.
The issue of ASTM standards in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580 to the maximum extent practicable.
Preservation, packaging, packing, labelling, and marking. Preservation, packaging, packing, labelling, and marking shall be specified in the contract order.

The product should not be used on floors and bottom of bathtubs due to slip hazard. The product should not be used on automobile windshield glass because it may create dangerous visibility problems when wet or at night.
