COMMERCIAL ITEM DESCRIPTION
DETERGENT, GENERAL PURPOSE
(POWDERED, LIGHT-TO MEDIUM-DUTY)
The General Services Administration has authorized the use
of this
Commercial Item Description in lieu of Federal Specification P-D-220, type I.
This commercial item description covers two classes of pleasantly scented, controlled-foaming powdered detergent concentrates compounded for housekeeping and general maintenance applications. The detergents shall be mild enough to clean waxed floors without stripping and rinse more freely than more heavily “built” detergent. The detergent shall be used manually or with automatic scrubbers.
Class I- Premeasured 0.5 oz of granular detergent packaged in water-soluble plastic packet.
Class II- Bulk powder, flake or granule.
Salient characteristics:
The products shall contain at least 20.0 percent of surfactants, suspending, wetting and water softening agents.
pH. The pH (1.0 percent aqueous solution at 25oC) shall be not less than 8.0 or more than 10.5 using ASTM E 70.
Cleaning efficiency. The cleaning efficiency of a 1.0 percent synthetic hard water solution of detergent shall be not less than 70 percent using the Fed. Test Method Std.No.536, Method 6701.
Rinsibility. The detergents shall be free rinsing in synthetic hard water of the following composition:
* Synthetic hard water (300 ppm hardness)
0.264 gram per liter CaC12 2H2O
2.925 gram per liter Mg504 7H20
* See note at the end of this document for the procedure for the determination of rinsibility.
The issue of each test method in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The detergent shall be packaged in accordance with normal commercial practice that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
