COMMERCIAL ITEM DESCRIPTION
CLEANING COMPOUND, HARD SURFACE-FLOOR
(AEROSOL, FOAM FLOOR CLEANER)
The General Services Administration has authorized the use of this commercial item description.
This commercial item description covers an aerosol foam floor cleaning compound intended to be used with a floor machine with an open textured polyester fiber floor maintenance cleaning pad to remove dirt, marks, and the top coat of floor finish to produce a clean surface for recoating with floor finish.
Salient Characteristics:
The cleaning compound shall be packaged in an aerosol dispenser which will fit and function with a 3M Company “Husky” spray unit. The aerosol dispenser shall produce a workable foam with moderate finger pressure and shut off immediately upon release of the pressure. The dispenser shall dispense the foam without sputtering and deliver at least 98 percent by weight of its contents. The net weight of the contents of the dispenser shall be not less than 22 avoirdupois ounces.
pH. The pH of the cleaning compound shall be 9.5 – 10.9 when tested as specified in ASTM E 70.
Non-volatile matter. The cleaning compound shall have not less than 0.5 percent by weight non-volatile matter when tested as specified in ASTM D 460, section 11.
Cleaning efficiency. The cleaning compound shall have a cleaning efficiency of not less than 95 percent when tested as follows.
Prepare soiled test tiles as specified in ASTM D 3206 – Soil Resistance of Floor Polishes, with the following exceptions: (1) in section 4.1, each coat of floor polish shall consist of 0.2 ml of floor polish (standard sample of P-F-430C, type I), spread over 8 square inches of tile with a 0.008 inch “doctor-blade”; and (2) in section 5.1, set the reflectometer at 100 using a cleaned tile without floor polish. Spray the soiled tile with cleaning compound; allow to soak for one minute spray a damp, fine grain cellulose sponge with the cleaning compound and wash the tile with the sponge for 25 cycles on the Gardner straight line washability apparatus. Rinse the tile with tap water and allow to dry. Measure the reflectance of the soiled washed tile as specified in section 5.1 of ASTM D 3206, as modified above.
Cleaning Efficiency = R2 - R1 x 100%

R2 = reflectance of washed, soiled tile.
The issue of ASTM standards in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Packaging, packing, and marking. The items shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
