COMMERCIAL ITEM DESCRIPTION
CLEANING COMPOUND, SOVENT-DETERGENT
(CONCENTRATED ALKALINE BUTYL CLEANER)
The General Services Administration has authorized the use of this
commercial item description.
This description covers a concentrated alkaline butyl cleaner, which at various dilutions can be used for general purpose cleaning, cleaning of oily or greasy soils, removing floor wax (not metal cross link floor finish) and for degreasing engines and bulkheads.
Salient Characteristics.
The product shall be a stable, homogenous solution containing synthetic organic detergents, inorganic builders, caustic and organic solvents, suitable for degreasing engines and bulkheads, removing floor wax, and general purpose cleaning.
Cleaning Efficiency. When tested as specified in the cleaning efficiency test method in P-D-1747, the cleaning efficiency of a 0.5 percent dilution percent dilution of the benchmark formulation in 150 ppm hard water.
Wax Removal. When tested as specified in ASTM D 1792, the use dilution of the product specified for removing wax prepared in 150 ppm hard water shall remove two coats of water emulsion floor wax (not water emulsion acrylic polymer floor finish) in the same number of fewer strokes as 1.10 dilution of the benchmark formulation.
Soil Removal. Test the product and the benchmark formulation as specified in the cleaning ability test in MIL-C-43616. The product shall have a percent soil removal greater than or equal to that of the benchmark formulation

The product shall be labeled with precautions in conformance with the Federal Hazardous Substances Act (Code of Federal Regulations, Title 16, Part 1500). The product shall have directions for dilution and use on the label.
The issues of the referenced test methods in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Preservation, packaging, packing, labeling, and marking. Preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.
Bid Evaluation. Bids should be evaluated on the basis of price per gallon of use-dilution solution prepared as specified in the label for stripping wax from floors. This is calculated as follows:
Price per gallon of use-dilution solution – A X B
C
Where: A = bid price per container of cleaner;
B= number of ounces of cleaner needed to make one gallon
of use-dilution solution for stripping wax from floors
as stated on the product label; and
C = number of ounces cleaner per container in A.
