COMMERCIAL ITEM DESCRIPTION
CLEANING COMPOUND, RUG AND UPHOLSTERY SURFACE
The General Services Administration has authorized the use of
this commercial item description in preference to Federal Specifications
P-C-1632, Types I, II, and III.
This description covers cleaning compounds for cleaning compounds for cleaning rugs and upholstery:
The cleaning compound shall be of the following types:
Type I – Granular
Type II – Liquid
Type III- Aerosol
Salient characteristics:
The type I Rug and Upholstery Cleaner shall be fast drying composed of granular cellulosic material mixed with diatomaceous earth, dry cleaning solvents, detergents, The type II Rug and Upholstery Cleaner shall be fast drying concentrated liquid product with a solvent and detergent base. The type III Rug and Upholstery Cleaner shall be similar to type II except that it shall be supplied in a concentration suitable for direct application from its aerosol container, as a foam, to the surface being cleaned.

This issue of each AStm method in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Foam stability (type II). The product shall have a minimum of 200 ml of foam after standing 1 minute, and still have a minimum of 150 ml of foam after standing 15 minutes when tested as follows:
Make a 20 grain hard water solution of product in accordance with the use dilution ratio recommended on the product label. Place 50 ml of the solution in a 250 ml glass stoppered graduated cylinder. Stopper the cylinder. Stopper the cylinder ahd shake by inversion for 1 minute. Place the cylinder in an upright position on a table, remove the stopper, wait 1 minute and read the net column of foam. Measure the foam height again after 15 minutes.
Foam stability (type III). The product shall have some of the foam remaining after a period of 30 minutes and 75 percent of the test paper shall be wet after 30 minutes. When tested as follows:
Spray the product for two seconds onto the center of a 6 + ¼ inch circular piece of Whatman No. 1 filter paper. Allow the foam to remain on the filter paper for 30 minutes. After 30 minutes, examine for presence of foam and for the amount of paper wetted by the product.
Color (all types). The product sha;; not impart any color to the fabric, when tested as follows:
Apply the product to swatches of unbleached, uncoloured wool fabric in accordance with manufacturer’s instructions on the label. Let the fabric stand for 1 hour and examine visually for any change in the color of the fabric.
