3.3 Solvent. No solvent is furnished with the dispensing system. The solvent used shall be the choice of the user and shall be compatible with the container.
3.4 Material safety data sheets. A material safety data sheet shall be prepared for the wiper submitted in accordance with FED-STD-313, meeting the requirements of 29 CFR 1910.1200. All questions pertaining to the effects of the wipers or the solvents used with the wipers on the health of personnel shall be referred by the acquiring activity to the appropriate medial service who shall act as advisor to the acquiring activity.
3.5 Wiper physical characteristics. Wiper physical characteristics shall be in accordance with the requirements of AMS 3819, 3.5.1 and 3.5.2.
3.5.1 Extractable matter. When tested in accordance with ASTM D 2257 extractable matter shall not exceed the percentage specified for the solvents identified below:
ASTM D1193, Type IV- 0.50% by wt.
TT-M-261- 0.50% by wt.
MIL-D-6998- 0.40% by wt.
MIL-C-38736- 0.45% by wt.
3.5.2 pH of water extract. The pH of water extract shall be 6.0 to 7.5.
4. REGULATORY REQUIREMENTS.
4.1 Environmental considerations. The items delivered under this Commercial Item Description shall be in accordance with the Code of Federal Regulations 40 CFR (Environmental).
4.2 Transportation. The transportation of items delivered under this Commercial Item Description shall be in accordance with Code of Federal Regulations 49 CFR.
4.3 Metric products. Systems manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within specified tolerances using conversion tables contained in the latest version of Federal Standard No. 376, and all other requirements of this Commercial Item Description are met. When an system is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the preparing activity to determine if the system is acceptable. The preparing activity has the option of accepting or rejecting the system.
5. QUALITY ASSURANCE PROVISIONS.
5.1 Contractor certification. The contractor shall certify and maintain substantiating evidence that the wiper dispensing system offered meets the salient characteristics of the Commercial Item Description, and that the product conforms to the producer’s own drawings, specifications, standards, and quality
