COMMERCIAL ITEM DESCRIPTION
DETERGENT, GENERAL PURPOSE
(HARD SURFACE CLEANER; LIQUID; CONCENTRATED)

Salient
characteristics.
The product shall be a stable, homogeneous, liquid, heavy-duty cleaner suitable for removing heavy soils from walls, floors and other washable surface. The product shall be suitable for manual cleaning and for use in automatic scrubbing machines. There shall be no sediment or foreign material in the containers of the product.
Deleterious effect on flooring. The specified dilution of the product shall have deleterious action on asphalt, vinyl, or vinyl asbestos flooring when tested as specified in ASTM D 3399, section 9.
Toxicity. The product shall be non-toxic and non hazardous for used in enclosed spaces.
Excluded materials. The product shall not contain organic solvents or free alkali.
pH. The pH of the undiluted shall be not greater than 10.0 when tested as specified in ASTM D 1172.
Cleaning efficiency. Prepare synthetic hard water which contains 0.132 g calcium chloride dehydrate and 0.1475 g magnesium sulphate septahydrate per liter of solution at 25 degrees C. Using the synthetic hard water for dilution, prepare the dilution of the product specified on the product label for general purpose cleaning, and a 1:64 dilution of “ Clean Quick” (Proctor and Gamble Distributing Company, Cincimati, OH 45201). Determine the cleaning efficiency of these two dilution by the cleaning efficiency test method in Fedral Specification P-D-1747. The dilution of the product shall have a cleaning efficiency not less than that of the dilution of “ Clean Quick”.
Wax removal. Using the synthetic hard water specified above, prepare the dilution of the product specified on the product label for wax removal, and 1:32 dilution of “Clean Quick”. When tested as specified in ASTM D 1792. Long Term Removability Properties of Emulsion Floor Waxes, the dilution of the product shall remove two coats of water emulsion floor wax in the same number or fewer strokes than the dilution of “ Clean Quick”.
The product shall be labelled in conformance with the Federal Hazardous Substances Act Regulations. ( Code of Federal Regulations, Title 16, Part 1500.)
The issue of the referenced test methods in effect on the date of solicitation shall be used to determine compliance with stated requirements.
Preservation, packaging, packing, labelling and marking. The preservation,packaging, packing, labelling and marking shall be as specified in the contract order.

Users of this commercial item description shall state in the contract, the size containers of the general purpose detergent required.
